Carol brings over two decades of experience in the affordable housing industry, having held key roles including Leasing Consultant, Assistant Manager, Compliance Specialist, and Senior Property Manager. Since joining Zeffert & Associates, she served as the Compliance Department Manager for several years before being promoted to Division Director of Compliance Services in 2023.

In her current role, Carol leads three critical departments: File Review, Inspection Services, and Utility Analysis. She works closely with expert teams to ensure that clients’ assets are protected through rigorous adherence to complex regulatory requirements. Her leadership is defined by a commitment to excellence in file turnaround times, inspection quality, utility benchmarking, and regulatory insight—all essential to maintaining Zeffert’s reputation as the most accurate, efficient, and dependable compliance provider in the industry.
